The State Department did not link the fossil deal with Ukraine with a possible truce.

Preparation for a deal with Ukraine on minerals is not an element of a peace agreement. This was announced on April 18 by US State Department spokeswoman Tammy Bruce in an interview with Fox News channel.
"It goes separately. This is not part of the ceasefire negotiations. This is not an element of an agreement to stop this catastrophe," she said.
According to Bruce, the proposal on rare earths belongs to the sphere of economic partnership between the United States and Ukraine.
On April 4, US Treasury Secretary Scott Bessent expressed hope that the resource deal with Ukraine would be signed. According to him, the United States considers the conclusion of an agreement with Kiev as a situation that will bring mutual benefits.
The Wall Street Journal reported on March 29 that Ukraine would not be able to accept the new terms of the resource deal with the United States. According to the publication, under the new agreement, Washington will not only have access to Ukraine's rare earth metals, but will also be able to benefit from Kiev's economic projects in the field of metals, oil, gas and other natural resources.
