Moscow's purchases from small businesses have exceeded 106 billion rubles.


The volume of Moscow's purchases from small businesses (SMEs) amounted to 106 billion rubles in the first quarter of 2025. Maria Bagreeva, Deputy Mayor of the capital and head of the Department of Economic Policy and Development of the city, told Izvestia about this on April 18.
"In the first quarter of 2025, Moscow customers signed contracts with NSR entities in the amount of 106.1 billion rubles. This is 26% more than in January—March last year, when the amount of contracts concluded with small businesses amounted to 84.1 billion rubles. Most often, the city purchased public space improvement services, medicines, repairs to buildings and structures, maintenance of engineering and information systems from the NSR," she said.
According to Bagreeva, the Moscow government regularly improves the city's procurement system, which makes it easier for small companies to conclude contracts with the capital. Since 2022, Moscow customers have been conducting all purchases of up to 20 million rubles exclusively among SMEs, while the payment period for contracts has been reduced from 15 to seven days.
Kirill Purtov, Head of the Moscow City Department for Competition Policy, noted that the capital is actively developing cooperation with small businesses in the field of government procurement. Over the past 20 years, the total amount of the relevant contracts has exceeded 3 trillion rubles, he stressed.
"The volume of public procurement in Moscow among SMEs has increased by more than 100 times to almost 640 billion rubles in 2024, which is 16% of all such transactions with small businesses in the Russian Federation. Through government contracts, entrepreneurs get the opportunity to find customers and expand the geography of sales — suppliers can participate in such procedures not only from Moscow, but also from other regions of the country," Purtov added.
On March 7, the SME Corporation told Izvestia that in 2024, small and medium-sized businesses in Russia attracted a record 1.18 trillion rubles thanks to government support through the National Guarantee System.
