Rubio also spoke with Russian Foreign Minister Sergei Lavrov and conveyed the same plan, the report said.

The share of Americans who consider Russia an "enemy" has fallen to its lowest level since the outbreak of the conflict in Ukraine in 2022. The survey showed that the proportion of such Americans dropped to 50% from 61% in April 2024 and 70% in March 2022.

According to a Pew Research poll, fewer Americans believe that the United States has an obligation to help Ukraine defend itself from Russia — 44% compared with 50% after the presidential election in November. This decrease is due to a decrease in Republican support for Ukraine's military efforts, from 36% to 23%.
