In the first quarter, buyers most often purchased apartments in new buildings in the Southern Administrative District of Moscow

In Moscow, the Southern Administrative District (SAO) became the leader in the number of equity participation agreements concluded in the first quarter of 2025. It accounted for 19% of all transactions in the primary market of the city, follows from the calculations of analysts of the real estate development company Regions Development, which were reviewed by Izvestia on April 17.

According to experts, in the first three months of this year, 14.8 thousand equity participation agreements were concluded in the market of new buildings in "old" Moscow, which is 17% more than in the same period of 2024, when the total demand amounted to 12.7 thousand transactions. Most of the agreements were registered in the Southern Administrative District, the Western Administrative District (ZAO) ranks second in terms of demand with 18% of the total number of registered DDU. This is followed by the Northern (14%), Northwestern (12%) and Southeastern (11%) administrative districts.

"The Southern Administrative District of Moscow is one of the most dynamically developing, which attracts buyers of new buildings. There is a wide range of projects in different price segments, providing a high volume of supply. The Southern Administrative District is a vivid example of redevelopment: the development of the territories of ZILA and the Nagatinsky Peninsula creates a modern architectural environment with a developed infrastructure. The convenient location relative to the center (15-20 minutes by public transport) is another plus," said Lilia Artsibasheva, Commercial Director of Regions Development.

The company also clarified that the Southern Administrative District occupies a leading position in offering new buildings in "old" Moscow. It accounts for 16.9% of the total supply. The Western Administrative District ranks second with a share of 16.8%. The remaining districts have smaller shares: the CAO — 12.6%, the NWAO — 11.2%, the Southern Administrative District — 10.2%, the SVAO — 9.8%, the VAO — 8.2%, the Central Administrative District — 6.7%, the Southern Administrative District — 6.3% and the ZelAO — 1.2%.

In March 2025, there were 8 thousand apartments and apartments for sale. The high segment of the real estate market has demonstrated steady growth: 67% of the supply belongs to the classes of new buildings "business" and above. The increase in supply in the premium and elite segments for the year was 38%.

"Over the past 10 years, the demand for new buildings in Moscow has been more evenly distributed among different districts. Previously, demand was concentrated in the Southeastern District, where affordable housing prevailed. Thanks to the development of urban infrastructure and transport, the quality of life in different areas of Moscow is leveling off. This allows buyers to choose housing in different districts based on their preferences. The growth in demand in the Southern Administrative District is associated with great potential for development and redevelopment," concluded Artsibasheva.

Earlier, on April 14, it was reported that the weighted average price of 1 sq.m. The cost of housing in the primary premium market in Moscow amounted to 795,920 rubles. Over the year, the cost has increased by 16.3%. In the business class, the "square" rose in price by 4.5%, to 473,300 rubles, in the elite and deluxe class— it rose by 9.5%, to 2.33 million rubles.
