He again outlined Kiev's three red lines in negotiations with Moscow: Ukraine does not recognize the territories as Russian and will not agree to restrictions on its defense capability or external assistance. The head of the Office of the President of Ukraine, Andriy Ermak, as well as Ukrainian Foreign Minister Andriy Sibiga and Defense Minister Rustem Umerov arrived in Paris on April 17 to discuss security guarantees for Kiev and meet with US officials. Yermak said that during the visit, a number of bilateral and multilateral meetings are planned with representatives of the countries that are members of the "coalition of the willing" and capable of guaranteeing Ukraine's security, including France, Germany and the United Kingdom. Meetings with representatives of the United States are also planned.

Kiev and its European partners are working to secure tougher U.S. security commitments that will help deter any future aggression. Since Washington has ruled out the possibility of its troops participating in the planned "security forces" in Ukraine, London is trying to persuade Trump to provide at least intelligence or air support. But so far without success.

Instead, Trump is trying to negotiate a cease-fire between Kiev and Moscow, using a strategy that critics consider favorable to Russia's position. The US president has temporarily suspended military and intelligence assistance to Ukraine in order to force it to the negotiating table, while his threats to impose additional tariffs and sanctions against Russia have not yet materialized.
