On April 17, Russian Deputy Prime Minister Marat Khusnullin expressed confidence that the government's construction and financial and economic blocks would be able to find a compromise on measures to support the construction industry within a month.
"Everyone understands that mortgages are the foundation of the country's development, that they are an opportunity for people to improve their living conditions, so step by step we are looking for ways to enable people to improve their living conditions, support the construction industry and support the development of the regions," Khusnullin told reporters.
He noted that the construction sector has no contradictions with the financial and economic bloc.
"It was on the working site of the State Council that we discussed all this in great detail, and received instructions from the President [of Russia Vladimir Putin] to finalize the approaches within a month. I think that we will find a compromise solution, as we have found all previous years," Khusnullin added.
Khusnullin also stated that the master plan system is quite outdated, so the introduction of a master plan system is currently being worked out.
"The concept of a master plan is a more expanded and simplified understanding of master plans, which can be easily explained to people — how and why a particular locality is developing," the Deputy Prime Minister said.
On April 15, Khusnullin called for working out the introduction of installments for new residential buildings after their commissioning. In his opinion, it is necessary to develop various ways of purchasing housing. Currently, developers use the installment mechanism in accordance with the legislation. As part of this method, people buy housing before it is put into operation.
