A quarter of Russians do not have a driver's license and do not plan to get one.

Almost a quarter (23%) of Russian residents do not have driver's licenses and do not plan to receive them. This is evidenced by the data from the Ingosstrakh insurance company study, the results of which were published in Izvestia on April 16.

Yaroslavl holds the record for the number of those who do not want to study at a driving school and take their driver's license exams. This was reported by 48% of the surveyed residents of the city. Also, during the survey conducted in 37 cities of the country with a population of more than half a million people, it turned out that 32% of families do not own a car, while 79% of their respondents plan to buy one in principle, and 10% are going to buy a car within a year. At the same time, 3% of families own three or more personal cars.

Of those who own their own car, only 8% of respondents use it exclusively. The rest periodically travel by public transport (84%), taxi (73%) or carsharing (2%). Respondents who do not have a car at all are even more likely to use public transport (89%) and taxis (78%), but they use car-sharing services much less often (0.3%).

On the same day, it was reported that according to the results of the first quarter of 2025, there was a decrease in the share of approved car loans. Compared to the same period last year, this figure has decreased by four times.
