Regions may be allowed to co-finance the construction of toll roads


The Ministry of Transport of the Russian Federation proposed to allow the subjects of the federation to conclude agreements with the state-owned Avtodor company to co-finance new toll roads of federal significance. The draft law was published on April 16 on the federal portal of draft regulatory legal acts.
In order to ensure a unified legal approach to financing road activities in relation to federal highways, it is proposed to consolidate the possibility for the Ministry of Transport, along with Rosavtodor, to receive inter-budget subsidies.
This will make it possible to conduct road activities on federal highways that have been transferred (or will be transferred) to the trust management of the state-owned Avtodor company. Currently, such agreements can only be concluded between the region and the Federal Road Agency (Rosavtodor).
"The provisions of Article 32.1 of the Law on Highways in the current version do not allow granting subsidies from the budget of a constituent entity of the Russian Federation for carrying out road activities in respect of federal highways transferred (to be transferred) to the trust management of a state company (GC Avtodor — ed.)," the explanatory note says.
On the eve of the meeting of the Presidium of the State Council on the development of infrastructure for life, Russian President Vladimir Putin said that some decisions and regulations in the field of road infrastructure should be brought to common sense. The Head of State pointed out the importance of various issues raised during the meeting in this area, but stressed that some decisions should be brought into line with the law or canceled altogether.
Putin also said that the pace of road repairs in Russia should not be reduced. The President stressed that today more than half of the regional roads and 85% of the road network in 105 urban agglomerations are in good condition.
