Armenia announced its readiness to open communications with Azerbaijan regardless of the signing of the peace agreement. This was stated on April 16 by the head of the Armenian Foreign Ministry, Ararat Mirzoyan, during a speech in parliament.

"We have made a very constructive, mutually acceptable proposal to Azerbaijan [to resume communication]," RIA Novosti quoted him as saying.

According to him, if Baku responds positively to Yerevan's proposal, then Armenia will start opening infrastructure even before the signing of the peace agreement.

On April 12, the press service of the Armenian Foreign Ministry reported that Mirzoyan and Azerbaijani Foreign Minister Jeyhun Bayramov agreed to continue the dialogue on the peace process during a meeting in Antalya. They also discussed the normalization of relations.
