The Federation Council at its plenary session on April 16 approved a law exempting Russian citizens who served in the Donetsk and Lugansk People's Republics (DPR, LPR) from conscription.

The document establishes that citizens of the Russian Federation who are not in reserve and have served in the Armed Forces of the DPR, the People's Militia of the LPR, as well as in other military formations and bodies of both republics are not subject to conscription.

In addition, those Russian citizens who have participated in military operations for at least six months by decision of the authorities of the DPR and LPR, starting on May 11, 2014, are exempt from conscription.

The document amends the law "On Military Duty and Military Service" and was initiated by a group of State Duma deputies. It is specified that the law was approved unanimously.

Earlier, on March 31, Russian President Vladimir Putin signed a decree providing for conscription of Russian citizens aged 18 to 30 years from April 1 to July 15. It is noted that 160 thousand Russians are planned to be drafted.
