In Perm, the police began checking after the attack of fighting dogs on a man

Perm police are conducting an inspection after reports of an attack by two fighting dogs on a man near the building of a city enterprise, the Main Directorate of the Ministry of Internal Affairs for the region reported on April 16.

"The Sverdlovsk police department received a report from an eyewitness that a passerby had been bitten by dogs. The identity of the dog owner has been established. The injured man, born in 1989, was hospitalized with an arm injury. An inspection is underway," the agency told RIA Novosti.

The incident occurred the day before on Tuesday, April 15. According to the Izvestia source, the dog owner came to the company for an interview. During his absence, he tied the animals to a fence without muzzles. However, two dogs were able to break free from the leash and attacked a passerby with barking, clinging to the man.

The animals were driven away from the victim by eyewitnesses of the incident. The man suffered severe hand injuries after being bitten by dogs and was hospitalized. The security guard of the enterprise died on the spot from a heart attack after what he saw.

On April 5, State Duma deputy Amir Khamitov announced that he intends to propose the introduction of lifetime payments to victims of dog attacks at the expense of their owners. According to his idea, the dog owner should pay the victim a pension in the amount of the regional minimum wage (minimum wage) for life. According to the parliamentarian, this amount, if it does not cover the cost of treatment, will make animal owners think about which is cheaper — a lifetime payment or a muzzle.

As of March, attacks by stray dogs on people were recorded in 24 Russian regions. In the first months of 2025, more than 30 people, including children, suffered from bites. Thus, the problem of attacks by stray animals is still relevant.
