The Ministry of Construction has developed a new national safety standard for the operation of children's institutions, the ministry's press service reported on April 15. The new requirements relate to window and door blocks in children's educational institutions and introduce additional conditions to their design in order to increase the safety of students.

The ministry clarified that the document was prepared with the participation of the professional community, and was named GOST R 71297-2024 "Window and door blocks. Safety requirements for operation in buildings of preschool educational and general education organizations".

"The standard defines the options for the use of window and door blocks, depending on the purpose of various premises in buildings of preschool and educational institutions and options for ensuring safety during their operation. For the first time, these issues became the object of standardization, including due to a social request," Sergey Muzychenko, Deputy Minister of Construction and Housing of the Russian Federation, explained to Izvestia.

According to him, special attention in the standard is paid to the security systems for the entrance group door blocks and their configuration.

"The new standard is an important step towards the systematic protection of children's lives and health in educational institutions. The GOST describes in detail the designs of window and door blocks used in schools and kindergartens, with an emphasis on safety during daily operation. The document will become an important tool in preventing child injuries and emergencies," said Anton Shalaev, Head of Rosstandart.

The press service of the ministries also noted that the standard does not require the creation of new designs of window and door blocks. The provisions of the document make it possible to classify window and door blocks depending on the functional purpose of the rooms in which they will be installed, taking into account various aspects of safe operation. For example, the document specifies recommended options for opening window blocks for various types of premises in preschool and educational institutions.

"The standard provides recommendations on the equipment of evacuation and emergency exit doors, taking into account the specifics of preschool and general education buildings, where a large number of children of different ages are located at the same time. In this regard, it should be emphasized that the draft GOST has been agreed with all relevant technical committees," concluded Andrey Kopytin, Director of the FAA "FTS".

Earlier, on March 18, the Ministry of Construction approved a basic set of rules in construction. Thus, an integrated structure of standardization documents in the construction complex has been formed, which simultaneously takes into account all related rationing systems.
