Organizers of concerts and matches will be obliged to insure spectators

The Government will assess whether it would be rational to oblige organizers of mass events to insure liability for harm to the life and health of spectators. Moreover, the price of a ticket will have to include the cost of such insurance.

The corresponding proposal to the Cabinet of Ministers was prepared after the last meeting of the Presidium of the Council of Legislators. It consists of the chairman of the Federation Council Valentina Matvienko and the speaker of the State Duma Vyacheslav Volodin, as well as their deputies and heads of regional parliaments. The document was familiarized with "Izvestia".

It is not the first time that the issue of spectator insurance has been raised in Russia, but it is still relevant, as Alexei Kotov, Chairman of the Consumer Union of the Russian Federation, noted to Izvestia. For example, similar initiatives were put forward after the fire in the Winter Cherry shopping center, as well as after the tragic events in Crocus City Hall, he recalled.

"In the case of the proposal being discussed now, a new condition is important: the cost of insurance must be indicated on the ticket. In this case, there will be less manipulation: there will be a mechanism that will motivate organizers to pay more attention to people's safety," the expert said.

Mandatory liability insurance is not just an opportunity for compensation, it is a strengthening of market control over the safety of services, supported his colleague head of the "Public Consumer Initiative" Oleg Pavlov.

"Involved insurance companies will be interested in minimizing risks, potential payments, and will become additional control over the implementation of all safety requirements by the organizers of mass events," he explained.

The expert also recalled that such insurance is already common in foreign countries: in North America, Western Europe, Australia.
