Creation of joint industrial parks to be discussed at the Russian-Chinese Forum in Khabarovsk

Investment cooperation in the field of industrial parks will be discussed by participants of the Russian-Chinese Forum, which will be held on May 19-20 in Khabarovsk. The operator of the Forum is the Roscongress Foundation.

More than 140 investors from both countries will take part in the foresight session "Industrial Parks: a platform for cooperation between Russia and China". Experts will discuss the requirements for industrial infrastructure facilities imposed by investors, benefits and preferences, as well as proposals from the Chinese business community on possible modernization and improvement of existing preferential regimes at the federal and regional levels.

"Issues of industrial and technological development traditionally occupy a priority place in the Russian-Chinese dialogue within the discussion platforms of the Roscongress Foundation. In 2024, cooperation between the two countries on the forum track demonstrated positive dynamics – the number of representatives of Chinese business circles participating in industry exhibitions in Russia increased by 24%. At the same time, the existing potential for cooperation, especially in the regions of the Far East, is far from exhausted. We see significant prospects for further expansion and deepening of bilateral cooperation in these areas, which is in line with the strategic interests of both countries," said Igor Pavlov, First Deputy Director of the Roscongress Foundation and Director of the Eastern Economic Forum.

The session is organized by the Khabarovsk Territory Investment Attraction and Innovation Development Agency (APIRI HC) with the support of VEB.RF. Ruslan Zalivatsky, Adviser to the Governor of the Khabarovsk Territory, Director of APIRI HC, will make a presentation on promising sites for the creation of industrial parks in the Khabarovsk Territory.

"Industrial parks are the gold standard for attracting investments around the world. Our Chinese partners know this like no one else. The better the site is prepared for the start of the project, the more attractive it is for investors, which means that new production facilities will appear on it. It is in industrial parks that real synergy arises: enterprises using ready—made infrastructure attract suppliers and small businesses that serve them," said Ruslan Zalivatsky.

Chairman of the Working Committee "One Belt, One Road" of the Chinese Association of Small and Medium-sized Enterprises Shang Shiwei, Chairman of the Union of Chinese Entrepreneurs in the Russian Federation Zhou Lijun, as well as representatives of China Railway Construction Corporation, the Sino-Russian Industrial Park in Liaoning Province and the Chinese People's University were invited to the session from the Chinese side. The Russian side announced the Vice President and Managing Director of the Skolkovo FoundationYuri Saprykin, Chairman of the Board of the Industrial Cluster of the Republic of Tatarstan Sergey Mayorov, representatives of the Chamber of Commerce and Industry of the Russian Federation and the Association of Industrial Parks of Russia.

Following the results of the event, the participants plan to formulate recommendations on the creation of joint Russian-Chinese industrial parks in the Khabarovsk Territory, as well as sign a number of agreements with partners from China.

More than 30 thematic platforms, business and cultural events dedicated to cooperation between the two countries in various areas will be organized within the framework of the Russian-Chinese Forum in Khabarovsk. The forum is expected to bring together more than a thousand representatives of business, government agencies and creative industries.

The Russian-Chinese Forum is organized by the Government of the Khabarovsk Territory with the support of the Ministry of Foreign Affairs of the Russian Federation, the Ministry of Economic Development of the Russian Federation, the Ministry of the Russian Federation for the Development of the Far East and the Arctic, JSC Corporation for the Development of the Far East and the Arctic, VEB.RF.
