The Sovetsky District Court of the city of Orel sentenced Oleg Minkin, the former first deputy mayor of the city, to five years in a penal colony in a case of embezzlement during construction. This was announced on April 14 by the regional prosecutor's office.
According to the agency, from 2020 to 2022, the defendant and his accomplices stole more than 62 million rubles from the budget, fulfilling municipal contracts for the construction of a school and landscaping Marshal Zhukov Square in Orel, as well as facilities in Livni.
Minkin, having conspired with the actual head of Techspetskomplekt LLCMikhail Markin and CEO Vladimir Ryabko ensured the successful completion of competitive procedures for obtaining contracts. In the process, the accomplices forged estimates, inflating the cost of materials and replacing them with cheaper ones. The funds received from the allegedly executed contracts were transferred to the accounts of affiliated legal entities and individual entrepreneurs for further "cashing out".
It is specified that the heads of the subcontracting organization R-Sport LLC Olga Gordienko and Alexander Rogovnin, as well as Taras Pavlov, former chief engineer of Vodalyux-M LLC, were also involved in the scheme.
The defendants were found guilty under Part 4 of Article 159 of the Criminal Code of the Russian Federation ("Fraud"). Mankin received five years in prison, Rogovnin — six years in a penal colony, and Pavlov and Gordienko were sentenced to four years each. All convicts will serve their sentences in a correctional colony of general regime.
"The criminal cases against Mikhail Markin, Vladimir Ryabko and two other accomplices charged under Part 4 of Article 159 of the Criminal Code of the Russian Federation have been separated into separate proceedings," the agency's website says.
On April 7, former first deputy chairman of the Komi government Anton Vinogradov was arrested in Moscow in a case of receiving a particularly large bribe. The defendant will spend one month and 30 days in jail.
