In 2026, Russia will switch to a two-stage indexation of insurance pensions. This was announced on April 14 by Russian Prime Minister Mikhail Mishustin.

He clarified that the Russian government has approved an updated Strategy for Actions in the interests of older citizens until 2030. According to him, it contains a whole range of standards for improving people's quality of life.

"Starting next year, we will switch to a two-stage indexation of insurance pensions. They will increase twice: from February — in terms of inflation over the past year, from April — in terms of income growth of the Social Fund," Mishustin said at a meeting with the Deputy Prime Ministers of the Russian Federation.

He called improving the provision of medical care to the elderly, including in rural areas, another task of the strategy. He stressed the need to create conditions for the elderly to engage in leisure and sports.

Mishustin called improving the quality of life of older citizens the most important task. According to him, people should receive comprehensive assistance in all life situations.
