The Armed Forces of Ukraine (AFU), due to the opposition of Russian electronic warfare (EW), refuse to use certain Western weapons, including Excalibur GPS projectiles. This was announced on April 12 by Chairman of the Verkhovna Rada Committee on National Security, Defense and Intelligence Egor Chernev.

"I can give you an example of Excalibur, which is a GPS—guided artillery piece that costs tens of thousands of dollars and is ineffective in electronic warfare conditions," he said on the Ukrainian TV channel We are Ukraine.

According to him, some of the foreign weapons transferred to Ukrainians went "on the shelf" due to inefficiency.

On February 6, Russian Ambassador to France Alexei Meshkov called the delivery of French Mirage fighters to the Armed Forces of Ukraine an illustrative example of the free disposal of obsolete weapons. He explained that the disposal of obsolete Western equipment is very expensive. Therefore, instead of cutting it down at home, it is cheaper to write it off to Ukraine under the guise of "another million euros of aid."
