Every year, the opening of the scooter rental season is accompanied by the introduction of changes regulating the use of personal mobility equipment (SIM). The new rules in this area make them full-fledged road users. On April 13, Victoria Altukhova, Head of Rosgosstrakh's Product Development and Development Department, told Izvestia about the changes that will take effect this year.

The SIM received the legal status of vehicles in 2023, she recalled. According to her, in 2025, to rent an electric scooter in Moscow, users will need verification through the Mos ID service using an account on the portal. mos.ru .

You can also rent an electric scooter only from the age of 18. At the same time, up to 7 years old, it will be possible to legally use SIM cards only under adult supervision, children from 7 to 14 years old will be able to use them independently, but only in specially authorized areas.

In addition, the specialist noted, electric scooter drivers are required to give way when leaving residential areas, crossing roads outside intersections, and when driving near pedestrians, scooters are required to give way.

Also, according to the expert, a ban on riding a SIM together will be introduced, for which 800 rubles will be demanded from violators, and they may also face heavy fines from companies that rent electric scooters.

Also, the maximum speed in the city is 25 km / h, in residential and cycling areas — 20 km/ h, added Altukhova.

In addition, the movement of the SIM will be regulated by special road signs. Sign 3.35 indicates that movement on means of individual mobility is prohibited; sign 8.4.7.2 is an addition to any already installed sign and extends its effect to SIM users, sign 8.4.16, on the contrary, does not extend the effect of the main sign to users of means of individual mobility, the expert explained.

"Despite the tightening of regulations, the number of users of personal mobility equipment is growing exponentially. The negative events associated with the operation of these modes of transport are similar to those that occur when using cars, motorcycles, and other vehicles that are subject to strict legal requirements. By the nature and amount of damage caused by accidents, it is already possible to draw obvious analogies with the rules of CTP or CASCO of vehicles," she stressed.

She also pointed out that today only companies providing services for the use (rental) of electric scooters, electric bicycles and other SIM cards provide insurance for the client's health, as well as his liability to third parties, at their own expense. However, many Russians who use their own devices remain outside the protection and responsibility loop, Altukhova noted.

On April 2, the press service of the Moscow Department of Transport reported that all electric scooters and bicycles of kicksharing operators in Moscow in 2025 were equipped with updated numbers. Rental vehicles for individual mobility received enlarged numbers, which will simplify the identification of violators by cameras, the Department of Transport noted.
