Deputies of the State Duma proposed to fight obscenity and took the initiative to increase fines for swearing on the Internet and in public and to begin to bring to justice those who organize concerts with artists swearing obscenities from the stage.
Any caring person will be able to claim a violation if there is evidence. At the same time, if a policeman hears abusive words on the street, he will only need to draw up a protocol. The fight against obscene language on the Internet, in turn, will be the responsibility of Roskomnadzor.
"There are certain rules of behavior in society. And when we're in society, it's a kind of self-restraint, if you will. When we live somewhere in the desert, in the mountains, in the forest, there is no one around, you can wear your underpants if you want," said Vladimir Pinaev, associate professor at RUDN University.
This initiative is aimed at restricting people from spreading obscene language. For example, organizers of music concerts where artists who swear obscenities from the stage perform will not be able to avoid responsibility if the bill is passed and will have to pay a fine of up to 700 thousand rubles. The performers themselves will be fined from 100 to 150 thousand rubles for swearing.
Ilya Chert, the leader of the Pilot group, noted that now many schoolchildren and schoolgirls often use mat in their speech. According to him, teenagers swear in public places and this is a problem.
"Here's the television. Let's say my colleagues and I are doing this very report. And two minutes before the broadcast, it turns out that someone did something wrong. How, in what language, can you explain to a person very quickly that something is wrong? "My dear Sir, would you be so kind as to redo what you did badly right away?"—that's all good, of course, but how long does it take?" — Pavel Matveev, a correspondent of Izvestia, reported.
Therefore, the new bill will not regulate the rules of language use on the territory of the employer, this action will fall directly on the boss. For example, in the case of using a mat in speech at a construction site, whether it is a misdemeanor or not will be decided by the management itself.
"If we take the issue of obscenity on the territory of the employer, then here we will most likely be talking about a violation of labor performance discipline, namely violations of labor discipline, and not the commission of minor hooliganism," said lawyer Evgeny Krivtsun.
On November 5, 2024, Russian President Vladimir Putin declared that swearing was indeed a sin, but obscene language was still part of the Russian language. According to him, in order to combat obscene language, it is necessary to raise the general culture, to show people that there are other means to protect their beliefs.
