The presidential administration insists on finalizing the law on localization of cab cars

The bill providing for the transfer of taxi fleets to Russian cars will be finalized, Izvestiya has found out. The State Legal Department of the Presidential Administration insists on the necessity of its further discussion.

In a letter to the developers of the amendments - the State Duma Committee on Transportation and Transport Infrastructure Development - the GPU drew attention to the fact that the executive authorities, experts and the business community still have no unified position on this initiative.

"The draft law in the submitted version has been agreed upon by the Russian Ministry of Transport, the Moscow government and the Ministry of Transport and Road Infrastructure of the Moscow region. At the same time, there are comments and proposals of the Expert Department of the President of the Russian Federation, the Russian Union of Industrialists and Entrepreneurs (RSPP) and the All-Russian Public Organization "Business Russia" on the bill," the letter reads.

Amendments to the law "On the organization of passenger and luggage transportation by passenger cab" were approved in the first reading on January 18, 2024. According to them, from October 1, 2025 cars for passenger transportation will have to be purchased only domestic - they must be produced by Russian concerns, the degree of localization of machine elements must be high. To assess the degree of localization it is proposed to introduce a special point system.

The department noted that the discussion of the bill should be held on the platform of the State Duma Committee on Transport.

The bill has been actively discussed over the past year on a variety of platforms. In particular, in March 2025 in RSPP experts stressed the importance of a gradual approach to localization in order to maintain a balance in the market, as well as the availability and quality of services for residents.

RSPP President Alexander Shokhin said it was necessary to work out "a consistent way to achieve the level of localization that will meet the requirements" and called for a "reasonable compromise" - to postpone the deadline for introducing the changes from October 1, 2025 to October 1, 2026.
