The State Duma explained the importance of the law on teacher retraining

The law, aimed at improving the quality of additional education for teachers, will help restore order in the system and make the profession more demanding on the level of knowledge and the source of specialist training. This was told to Izvestia on April 9 by State Duma deputy Alexei Govyrin.

The deputies of the State Duma adopted the relevant law in the second and third readings earlier in the day by a majority vote.

"The essence of the innovations is to restore order in a system that previously left too many options and did not always guarantee the required level of training. Now, if a teacher is referred by an employer, he can upgrade his qualifications only in his subject or retrain if he wants to switch, for example, from teaching elementary classes to school administration. That is, each new professional step should be justified by a specific program, and not by a conditional "completion of courses," he explained.

If a person is going to work as a teacher, he will have to undergo retraining not in any place, but in educational institutions that are under public control — in state, municipal or institutions where the state either participates in management or directly finances.

"This is not a ban on other forms of training, but in terms of access to the profession, a clear framework is being introduced to avoid situations where anyone can become a "teacher" as long as they have a paper. The law does not apply to those who have already completed training — they keep their documents. All this is aimed at ensuring that the teaching profession itself ceases to be a passing yard and becomes demanding again, both in terms of knowledge and the source of training," concluded Govyrin.

Earlier, on March 5, Dmitry Chernyshenko, Deputy Prime Minister of the Russian Federation, announced that a new teacher remuneration system would be approved in Russia in 2026. In 2027, it will be introduced in all educational institutions.
