Experts estimated the share of preferential mortgages in the housing loan market

The share of preferential mortgage programs in the total volume of mortgages in the first quarter of 2025 was 84.5%. This was reported by Domclick experts after analyzing data on mortgage loans issued by Sberbank. This is 13% more than in the fourth quarter of 2024, when the share of preferential mortgage programs exceeded 70%.

In March 2025, Sber issued 149.5 billion rubles in preferential mortgage loans, which accounted for 87% of the total mortgage disbursements. Compared to February 2025, the share of government—supported programs increased by 2.5%, and by 9% since the beginning of the year.

The most popular product remains the Family Mortgage program, which has become the main driver of the increase in mortgage lending. In March 2025, 129.8 billion rubles were issued under the program, and the share in the volume of disbursements was 75.5%, which is 3.3% more than in February 2025. In total, the share of Family mortgages increased by 13.5% in the first quarter of 2025. The Republic of Khakassia holds the leadership in the share of "Family mortgages" (93.6%). The Orel region is in second place (89.2%), the Republic of Udmurtia closes the top three (89%).

Despite a decrease in the share of "Far Eastern" and "Arctic" mortgages in the total loan portfolio by 0.4%, in March there was an increase in the volume of loans under the program. The volume of loans amounted to 10.7 billion rubles, which is 28% more than in February 2025, and compared with the beginning of the year, loans for "Far Eastern" and "Arctic" mortgages have more than doubled. The Republic of Buryatia is the leader in the share of program disbursements (79.4%), with the Amur Region in second place at 70.9%, followed immediately by the Sakhalin Region at 70.7%.

Against the background of an increase in the share of preferential mortgages, the share of market mortgage programs began to decrease, with a decrease of 2.4% in March. Relatively high rates of market lending are observed in the Samara Region (21.8%), the Krasnoyarsk Territory (20.6%) and the Kemerovo Region (19.7%).
