The Ministry of Finance proposes to punish developers for opposing providers

The Ministry of Finance proposes to introduce administrative liability for developers and management companies that unlawfully prevent operators from accessing apartment buildings. This was announced on April 9 at the Telecom 2025 conference of the Vedomosti newspaper by the head of the department Maksut Shadaev.

"Last year, a law was passed on operators' access to apartment buildings. The next stage is to provide (telecom operators) with free access to state—owned facilities, equalize economic conditions, even to the point of making them conditionally gratuitous. All these initiatives are in progress," the minister commented.

In addition, the politician announced his intention to introduce administrative liability for those management companies that do not comply with the law. According to him, a certain punishment for violators will already be offered in the autumn session.
