Fees for garbage collection may change in Russian regions. Currently, in most regions, this indicator depends on the number of tenants in an apartment, but the government advised local authorities to consider a different system, depending on the size of the apartment, Izvestia learned. The regions must report on the work done to the Ministry of Natural Resources and Environment by April 29.

The moratorium was imposed for three years to modernize the fleet and develop a new design of heavy trucks.

Currently, the subjects independently decide how people pay for garbage on the ground. Basically, this indicator is calculated by the number of registered residents in the residential area. In Moscow and St. Petersburg, as well as in the capital, Leningrad, Amur, Vladimir, Irkutsk, Kaluga, Kirov regions, and so on (in just 15 regions), they rely on the number of squares, the Russian Environmental Operator (REO) reminded Izvestia.

The Ministry of Natural Resources and Environment emphasized to Izvestia that the final decision on this issue will be made by the subjects of Russia, as stipulated by current legislation.

In the Magadan region, the fee for garbage collection is calculated based on the number of people registered in an apartment — this is quite fair, we are sure in the region, since it is not meters that accumulate garbage, but people, the local government told Izvestia. The calculation depending on the square meter makes it impossible to recalculate, for example, "you went on vacation for a couple of weeks, don't save garbage, but you won't be able to save on it: the fee is charged from "squares" that don't have vacations."

The government of the Kaluga Region believes that accounting for the area is a fairer approach. In this case, "an objective parameter is used," they said.

Almost 20% of Russians have a second home in which they are not registered. It turns out that people do not pay for the removal of waste from it, although they often rent out their premises, including to tourists, experts said.
