Businesses have asked to open an account without visiting a bank


Businesses have asked the Central Bank to open bank accounts without coming to the office. If a client has previously been identified in another bank, the players should exchange information and allow online service. This initiative is contained in a letter from "Opora Rossii" to the regulator (Izvestia has it). Now, according to the requirements of the "anti-money laundering" legislation, the client must visit the bank's office in person.
The mechanism of "reuse of identification" has already been tested on individuals, the letter specifies. It is provided for banks connected to financial platforms (for example, "Finuservices"), which can conduct identity verification independently or with the help of third credit organizations. At the same time, "Finuservices" is aimed at working with individuals.
"Thus the 'transfer' of identification from one bank to another is allowed with a 'layer' in the form of a financial platform," but is prohibited "directly," the business association's document emphasizes.
The Central Bank told Izvestia that the proposals of "Opora Rossii" require analysis, including with the involvement of Rosfinmonitoring - then the position of regulators will be sent to business representatives. The Bank of Russia believes that the current "anti-money laundering legislation" already provides for many exceptions allowing remote identification.
Rosfinmonitoring shares the market's position on how important it is to increase the availability of financial services - but they note that it is necessary to maintain the appropriate level of security and fulfill the requirements of international anti-money laundering standards.
