Penza court questioned witnesses in the case of the son of the ex-head of Mordovia


April 8, Pershamaiski District Court of Penza held an interrogation of defense witnesses in the case of Alexei Merkushkin - former Minister of Target Programs of Mordovia, son of ex-governor of Mordovia and Samara region Nikolai Merkushkin.
Alexei Merkushkin was detained in May 2021 at Sheremetyevo airport, the former official was going to fly to Minsk. Then he was taken to Mordovia for investigative actions. Now he is charged with fraud in the sale of "Mordovexpocentre" to the authorities of the republic, abuse of power, as well as giving a particularly large bribe.
According to the investigation, Merkushkin was a beneficiary of Mordovpromstroybank (MPSB). In 2015, the Central Bank of Russia ordered an audit of MPSB. The main focus was on the assessment of credit risks - whether the bank was not issuing unsecured loans. Anatoly Batkeev, who led the inspection, stated this during interrogations. In addition, the inspectors found out whether the bank had overstated the value of its assets - for example, the real estate it owned.
"The inspection revealed credit risk. Violations on capital formation. These are the main violations that come to mind. I don't remember it well now. Credit risk with real estate and asset mobilization I remember," he explained at the court hearing.
The results of the audit threatened to revoke the license. And then, according to the investigation, Alexei Merkushkin, together with the chairman of the Board of Directors of the bank and another shareholder of this organization, gave a bribe of more than 7 million rubles to Alexander Terenkin, an official of the National Bank of Mordovia Volgo-Vyatsky GU of the Central Bank of Russia.
