In 2025, about 2.8 billion rubles were allocated for the development of adaptive sports in the Russian Federation. This was announced on April 8 by Mikhail Degtyarev, Minister of Sports and President of the Russian Olympic Committee, during the final meeting of the working group on preparations for the Presidential Council for the Development of Physical Culture and Sports.
"Increasing the accessibility of sports infrastructure for the disabled, the creation of independent institutions for adaptive physical education and sports in all regions, a tenfold increase in the number of sports events with the participation of military veterans, the development of sports related to high technologies, <...> — all this is our priority for the next five years," the minister said.
In turn, Assistant to the President of the Russian Federation, Deputy Chairman of the Council Alexey Dyumin noted at the meeting that for the successful development of adaptive sports, it is necessary to solve problems related to the accessibility of sports facilities and their equipment for people with disabilities.
"In order to systematically and step-by-step resolve these issues, first of all <...> it is necessary to conduct an inventory of the entire sports infrastructure of the country, including adaptive sports. I want to remind you that such an instruction was given by President [Vladimir Putin]," he stressed, adding that this task should be completed by the end of 2026.
In addition, a report was presented at the meeting with an analysis of the state of adaptive physical culture and adaptive sports, as well as the main directions of their development until 2030 and for the future until 2036.
Dmitry Milyaev, Chairman of the State Council Commission on Physical Culture and Sports, Governor of the Tula Region, thanked the working group, relevant federal executive authorities, the presidential Administration of the Russian Federation, the country's constituent entities and the Popular Front for their participation in the preparation of the report.
In early February, Degtyarev paid a working visit to the Tula region and, together with the governor of the region, opened the Russian Athletics Cup among athletes with Musculoskeletal disorders (POD).
As Degtyarev noted, the Ministry of Sports is systematically increasing the number of competitions for people with disabilities. According to him, many veterans of their military become active participants in the adaptive sports movement after being wounded.
