Currently, it is difficult to imagine the beginning of negotiations on the restoration of the Russian Federation in the Treaty on Measures for the Further Reduction and Limitation of Strategic Offensive Arms (START-3). This was announced on April 8 by Kremlin spokesman Dmitry Peskov.

"At the moment, it is very difficult to imagine the beginning of such negotiations," he said at a briefing.

The press secretary of the President of the Russian Federation stressed that the fact of the start of negotiations on strategic security and arms control issues implies a certain level of bilateral relations, development, and mutual trust. According to him, this is something that will have to be restored in the future "if there is an advisory political will of the two presidents."

At the same time, Peskov noted that the experts of the two countries discussed the changed conditions, as well as the fact that it was impossible to abstract from the nuclear potential of other countries.
