Foreign Ministry: Japan has expressed a desire to make peace with Russia

Japan has expressed a desire to conclude a peace treaty with Russia. This is stated in the annual report of the Japanese Foreign Ministry, the Blue Book on Diplomacy.
"Although Japanese-Russian relations are in a difficult situation <...>, the government will firmly adhere to its policy of concluding a peace treaty by resolving the territorial issue," the document said on April 8.
In addition, Japan intends to solve the problem of the so-called "northern territories", which are the southern Kuril Islands, and which, according to Tokyo, are allegedly under the illegal occupation of Russia. The Japanese Foreign Ministry considers the restoration of exchanges and other initiatives for residents of the four islands, including the possibility of visiting graves, to be an important area in bilateral relations.
The document also emphasizes that the Japanese government continues to implement a policy of gradually reducing dependence on Russian energy resources in order to minimize the negative impact on the lives of citizens and businesses.
Japanese Prime Minister Shigeru Ishiba said on January 24 that Tokyo is still aiming to conclude a peace treaty with Moscow after resolving differences. Thus, the politician repeated the wording that he had already voiced in an address to lawmakers in November 2024.
On January 20, the Russian Foreign Ministry said that the country would consider the possibility of restoring relations with Japan if the Japanese side supported the initiatives with steps to abandon unfriendly actions. The Russian Federation is guided by the fact that there are politicians in Japan who are aware of the harm of the anti-Russian course, the ministry noted.
