The investigation of the criminal case against the heads of JSC Perm Telephone Plant Telta, who are accused of embezzlement during the execution of the state defense order, has been completed. This was announced on April 7 by the press service of the Investigative Committee of Russia.

"The investigation of the criminal case against Igor Morozov, the founder of JSC Perm Telephone Plant Telta, Alexey Vysokov, his deputy, and Elena Grishina, the chief accountant of the said enterprise, has been completed," the Telegram channel says.

It was established that in 2017-2021, the company signed contracts with the state customer for the supply of communication devices worth more than 1.4 billion rubles. During the execution of the contracts, the defendants entered false information in the accounting documents about the increased costs of purchasing a complete set of products. So, they managed to steal over 48 million rubles.

Also in 2020 and 2021, Morozov, Vysokov and Grishina entered false information into the documents in order to attempt to steal budget money in the amount of more than 16 million rubles. They were unable to complete the fraudulent scheme, and law enforcement officers managed to stop their activities.

The court chose a preventive measure in the form of imprisonment for the founder and his deputy. Grishina, in turn, was placed under house arrest. It is specified that Telta shares and Morozov's property totaling over 333 million rubles were also seized.

On February 28, the Main Military Investigative Directorate (GVSU) of the Investigative Committee (IC) of the Russian Federation announced that it had been sent to court to consider the merits of a criminal case on a particularly large bribe against the former head of the Main Communications Directorate of the Armed Forces of the Russian Federation, Lieutenant General Vadim Shamarin. He was detained on May 22, 2024.

According to the investigation, Shamarin received a bribe from the CEO and chief accountant of Telta. The general was dismissed from the post of Deputy Chief of the General Staff and head of the Main Directorate of Communications of the Armed Forces of the Russian Federation. In early August, he partially admitted his guilt, although the defense insisted that the money received by the Lieutenant General was not a bribe.

On November 13, Shamarin entered into a pre-trial agreement and pleaded guilty. Nevertheless, the Lieutenant General was kept in custody, and this measure of restraint was repeatedly extended.
