Details about the relaunch of the ex-Volkswagen plant in Russia have become known

Defetoo, a previously unknown company in Russia, which acts as a technology partner of AGR Holding in the relaunch of the ex-Volkswagen plant near Kaluga, is not an affiliated structure of the Chery Group. This is a large Chinese state-backed car company and a technology aggregator based in the government of Anhui Province, company representatives said, Rossiyskaya Gazeta reported on April 7.
"The Anhui government is actively developing the cluster model of the automotive industry, and Defetoo, as a strategic platform for provincial government agencies, is aimed not at traditional exports, but at developing in foreign markets through deep localization," explained a Defetoo representative.
Defetoo's largest shareholder is the public asset management platform of the People's Republic of China, and the management team consists of specialists who have transferred from government agencies and state-owned enterprises, the note says.
The company's goal in working with AGR Holding is both to supply technology and to create a "long-term strategic integration that ensures stable growth and development of the Tenet project," Defetoo said.
On February 20, it was announced that at the beginning of the second quarter of 2025, it is planned to begin mass production of cars of the new Russian brand Tenet at the former Volkswagen plant in Kaluga. The Chairmen of the Board of Directors of AGR Holding and Defetoo signed a technology partnership agreement.
In parallel with the large-scale assembly, work will be carried out to prepare for the transition to full-cycle production, including welding and painting operations. The launch of the small-scale assembly is scheduled for the third quarter of 2025.
