The State Duma (State Duma) intends to propose the introduction of lifetime payments to victims of dog attacks at the expense of their owners. This was announced on Saturday, April 5, by State Duma deputy Amir Khamitov.
"I plan to come up with a legislative initiative — to propose, in case of serious harm to health as a result of a dog attack, to oblige its owner to pay the victim a pension in the amount of the regional minimum wage (Minimum wage. — Ed.)," he said in an interview with RIA Novosti.
As the deputy emphasized, this amount may not cover the cost of treatment, but it will make dog owners think about which is cheaper — a lifetime payment or a muzzle.
In addition, he suggested expanding the list of potentially dangerous breeds. So, according to the agency's interlocutor, the fact that the dog is not a hunting or fighting dog does not mean that it does not pose a potential danger to others.
In conclusion, the deputy recalled that the behavior of even a well-known animal can be unpredictable.
Earlier, on February 26, two huskies attacked a nine-year-old child. The dogs were unattended by the owner, they were driven away from the boy by passers-by. A schoolboy with multiple facial lacerations was taken to a hospital in Krasnodar. Later, the child was transported to the Russian Children's Clinical Hospital in Moscow. A criminal case has been opened into the incident.
The victim underwent surgery. The doctor sewed up one vessel with a diameter of about 0.1 mm for the boy, while he assessed the child's nose and remaining lip as almost non-viable.The owner of the dogs was charged under Part 1 of Article 118 of the Criminal Code of the Russian Federation ("Causing serious harm to health by negligence"). During the interrogation, he admitted his guilt, adding that he had not fed the animals for some time and this could have influenced their aggressive behavior.
The boy's father, Valentin Korolev, spoke about his son's rehabilitation process. So, according to him, the child has never cried during this time and perceives the situation as an adult.
