Experts spoke about the growth of the housing mortgage lending market

In March 2025, the number of mortgage applications increased by 22.07% compared to February, according to data from the TYMY analytical center, which was reviewed by Izvestia on April 6. The positive dynamics throughout the first quarter of 2025 shows stabilization after the winter recession.
So, in March 2025, the largest increase in the number of mortgage applications sent by users through the SaaS platform was shown by the segment of new buildings - the number of applications increased by 27.07% compared to February. The dynamics in the ready-made housing segment is also positive, but here the month-on-month growth was only 10.79%.
In annual terms, the dynamics of mortgage demand is still in a significant decline mode: the total number of mortgage applications in March 2025 is 32.94% less than it was in March 2024. At the same time, the volume of applications for new buildings in March this year is 21.62% lower than in March last year, and for ready—made housing - by 51.25%.
The secondary market accounted for 38% of mortgage applications in March last year, while new buildings accounted for 62%. The share of demand for new buildings in the total structure of mortgage applications in 2025 remains at 70%.
"The second month of spring brings a little intrigue to the current state of affairs — since April 1, additions to the Family Mortgage preferential program have come into force, according to which it is possible to take out a loan with a subsidized rate in some cities for secondary housing," said Alexander Perevoznikov, head of Tymy.Realty.
Earlier, on March 21, the company "Dom.RF" has published a list of cities available for family mortgages for secondary housing. It was clarified that Russians can purchase secondary housing on a family mortgage at a rate of 6% per annum in 901 settlements. Among them are Murmansk, Vorkuta, Gelendzhik, Norilsk, Komsomolsk—on-Amur, Pereslavl-Zalessky, Nazran, Ukhta, Yeniseisk and others. So, the list includes cities from almost all regions except the capital.
