On April 4, Mikhail Kovalchuk, President of the Kurchatov Institute National Research Center (NRC), announced the need to increase the influence and importance of science in Russia.

"We will appeal to representatives of the President [of Russia Vladimir Putin] in the districts <...> and create cells under the plenipotentiaries in the districts and in a number of high-tech regions, technologically saturated," Kovalchuk said at an event dedicated to the re—election of the head of the Association for the Promotion of Science.

In his opinion, such measures will help attract more people to scientific activities and use existing resources to increase the influence of science in the country.

On February 21, Kovalchuk stated at the plenary session of the Future Technologies Forum that Russia has enough matter, energy and intelligence, which means the human soul, for the development of science. He noted that a person is a part of the material world and any human thought is subsequently available to society through the creation of material.
