The FAS proposes to set standards for the sale and purchase of fish on the stock exchange

The Federal Antimonopoly Service (FAS) proposes to establish standards for the sale and purchase of fish on the stock exchange. This was reported in the service on April 3.

"The service has identified a significant influence of intermediaries on the final cost of fish products. The agency conducted an analysis of the price structure of the most fished fish species — pollock, cod, haddock, herring, pink salmon," the FAS explained.

Based on the results of the FAS analysis, it came to the conclusion that the link of intermediaries between fish producers and retail chains has the greatest influence on price formation. There can be up to six intermediaries in the distribution chain, and their margins range from 5 to 50%. As a result, the price of fish products may increase by 2-3.5 times as they move.

The Agency proposes to reduce the distribution chain and reduce the number of intermediaries by introducing alternative sales methods. Among such methods is the development of exchange trading in fish products, which will allow market participants to purchase goods directly from producers.

According to the ministry, it is necessary to introduce standards for the sale of fish products on the stock exchange for fish producers and minimum purchase volumes for retail chains.

The sale of fish products through organized auctions will provide suppliers with timely payment for goods, guarantees of fulfillment of obligations under transactions and protection from unscrupulous counterparties.

In addition, the agency suggests using a mechanism for registering over-the-counter transactions and developing aquaculture in the Central Federal District, since 70% of the catch is in the Far Eastern Fisheries Basin, and the main consumption of fish products occurs in the central part of Russia.

The FAS also proposes to develop specialized non-chain retail facilities, such as fairs and fish markets, as well as create federal chains of fish products stores, in order to reduce the chain between fish producers and consumers.

Last year, on November 19, 2024, the State Duma amended the law providing for the return of planned (raid) tasks by fish protection inspectors against violators in the field of fisheries. It was specified that inspectors will be able to stay at fishing and fish farming sites during raids, as well as move around the water area of fishing facilities to identify and prevent violations.
