General CTP policies for Russia and Belarus will start selling on April 23
The Union State insurance system begins operating on April 23, 2025, on which day sales of the general CTP policy for Russia and Belarus will begin. This is stated in the message of the Russian Union of Motor Insurers (RSA), which was received by Izvestia on April 2.
The extension to the CTP agreement, which can be purchased at the time of purchase of the CTP policy, is called the "White Card". The contract under the Union State insurance system is concluded only in electronic form on the websites of companies authorized to operate under international insurance systems. There are currently nine such organizations.
Coverage for Belarus is not included in all CTP policies by default, said RSA President Evgeny Ufimtsev. Modification or early termination of the CTP agreement entails simultaneous modification or termination of the extension agreement and vice versa. The sum insured and the terms of insurance compensation for cases in Belarus are determined in accordance with its legislation on compulsory insurance.
"If an accident occurs on the territory of the Republic of Belarus, the culprit of which is the holder of a Russian CTP agreement with an extension to Belarus, the injured person will need to contact the Belarusian Bureau of Transport Insurance to settle the insured event. The payment costs are then reimbursed by the responsible Russian insurer," Ufimtsev said.
The day before, the bonus-malus coefficient (KBM) was automatically recalculated, which affects the cost of the CTP policy. After recalculation, the BMI for accident-free drivers decreases, while for emergency drivers it increases.
On March 24, RSA President Yevgeny Ufimtsev told Izvestia that the minimum base rate of the CTP insurance tariff for Russia and Belarus for passenger vehicles would be 3,400 rubles, and the maximum would be 3,590 rubles, while for trucks the rate ranged from 7,560 to 7,980 rubles.
