The State Duma rejected three automobile bills


On April 2, the State Duma rejected three bills on automotive topics, Izvestia found out. One proposed to introduce a discount on the payment of a fine for non—payment of parking, the second — to allow driving a vehicle in the absence of physical documents, the third - to modify traffic cameras.
One bill was introduced by deputies from the New People party in August last year. The parliamentarians proposed to amend the Administrative Code of the Russian Federation, providing for a 20-day grace period for paying a fine for non-compliance with the parking fee procedure, and introduce a 50% discount on the payment of this fine.
Representatives of this party also submitted another draft law in August 2024. They proposed to abolish administrative liability for drivers who did not have their driver's license with them, but if the documents are available electronically on Gosuslugi Avto. The document also provided for the exclusion of liability for the absence of valid registration documents for the car, if they are available electronically on Gosuslugi Avto, and a ban on detaining the car in this case.
Another rejected bill was prepared by the Chairman of the State Duma Committee on Labor, Social Policy and Veterans' Affairs Yaroslav Nilov, the document was submitted in November last year. The deputy suggested informing drivers at the time of speeding by using a red signal. The appropriate signals were supposed to be equipped with photovideofixation complexes of violations.
On March 28, it was reported that the State Duma had prepared a bill proposing to triple the fine for parking cars on the sidewalk. The fine should increase from 1 thousand to 3 thousand rubles, and in Moscow and St. Petersburg - from 3 thousand to 5 thousand rubles, deputies say.
