Azerbaijani President Ilham Aliyev has stated that the signing of a peace treaty with Armenia is possible only if two conditions are met. He announced this on April 2 at a press conference after talks with German President Frank-Walter Steinmeier.

"First, the OSCE Minsk Group [on the settlement of the conflict in Nagorno-Karabakh] should be abolished. The second issue is the constitution of Armenia," APA news agency quoted Aliyev as saying.

According to the president, the Armenian constitution contains a provision on the unification of the historical territory between the countries, which is considered an "open territorial claim" to Azerbaijan.

"Therefore, the exclusion of this paragraph from the Armenian constitution is our legitimate demand," Aliyev concluded.

On March 24, Russian Foreign Minister Sergei Lavrov discussed with Armenian Foreign Minister Ararat Mirzoyan the approval of a peace treaty between Yerevan and Baku. The ministers also discussed the schedule and content of future contacts between Moscow and Yerevan.

On March 13, Azerbaijan and Armenia completed negotiations on agreeing on the text of a peace treaty. According to Azerbaijani Foreign Minister Jeyhun Bayramov, Yerevan has accepted proposals regarding the last two uncoordinated points. At the next stage, Baku expects Armenia to amend its constitution, which still contains territorial claims against Azerbaijan.
