In Russia, they want to introduce criminal penalties for the issuance of illegal citizenship. As Izvestia found out, such a bill will be submitted to the State Duma on April 2 by deputies of the Fair Russia — For Truth faction led by Sergei Mironov.

"In order to effectively combat the illegal acquisition of Russian citizenship by foreign citizens, it is proposed to supplement the Criminal Code with a new article "322.4. Organization of activities that led to the illegal acquisition of citizenship." In it, the organization of such activities is understood as the deliberate commission of actions that create conditions for one or more foreign citizens or stateless persons to illegally acquire Russian citizenship," the explanatory note to the bill says.

As Mironov explained, the penalty for committing such a crime will be up to five years in prison, and if it is committed by a group of people — up to seven years in prison.

According to him, law enforcement agencies have recently begun to restore order with the issuance of certificates, but the problem is still far from being resolved.

He recalled that citizens are involved in criminal chains who, for a certain fee, arrange "rubber apartments" and register a large number of migrants within a few dozen meters.

Earlier, on September 23, 2024, Senator Airat Gibatdinov announced that a bill to combat "rubber" apartments by setting the minimum area for registration of foreign citizens at 6 square meters. The m per person was sent to the government. Due to the lack of regulations on the area in the country, unscrupulous landlords often use such machinations to circumvent the law, he said.
