The Prosecutor's Office has submitted a submission to the CEO of Pobeda Airlines


The prosecutor's office made a submission to the general director of Pobeda Airlines in connection with the violation of the rights of passengers with children. This is stated in the response of Deputy Minister Nikolai Vinnichenko to the head of the State Duma Committee on the Development of Civil Society, issues of public and religious associations, Yana Lantratova, which is available to Izvestia.
"The Prosecutor General's Office has reviewed your complaint about the violation of Pobeda Airlines LLC of the rights of passengers with children in the provision of air transportation services. It has been established that if passengers purchase the "Seat Selection" service, the airline provides for the possibility of online check-in. At the same time, certain categories of citizens, including children under the age of 12, are not granted such a right. Their check—in for the flight according to the airline's rules is carried out at the airport," the reply says.
According to the airline, this procedure is due to the need to verify the data that are the basis for granting discounts to children in the amount of 50% of the fare, Vinnichenko said.
"At the same time, these actions restrict the rights of passengers with children, guaranteed by paragraph 84 of the federal aviation regulations, in comparison with persons flying without minors, and contradict the requirements of Article 16 of the Law of the Russian Federation "On Consumer Rights Protection," the document says.
It also says that the allocation of seats on board the aircraft immediately before departure creates prerequisites for violating the rights of children under the age of 12 to share accommodation with an accompanying person, since if they arrive at the airport by the time check-in ends, neighboring seats may already be occupied.
"In this regard, the Moscow Prosecutor's Office for Supervision of the enforcement of laws on air and water transport has submitted a submission to the General Director of Pobeda Airlines LLC, which raises questions about the exclusion of the specified requirements for passengers with children from the airline's rules of carriage, and the technical implementation of the possibility of securing neighboring seats for them at the ticket processing stage."- the answer says.
Earlier, in March 2023, Ivan Vershok, a resident of Chelyabinsk with a disability, told Izvestia that he could not get on his Pobeda flight and was forced to spend 12 hours at Sheremetyevo Airport in the capital due to the fact that his wheelchair had an electric drive. The specialist has questions about the safety of a high-capacity battery. Later, the Chelyabinsk resident managed to fly home on a flight of another airline. Vershok appealed to the prosecutor's office because of the incident, which organized an inspection.
