Tugushev was born in 1961. In 1987, he completed his studies at the Moscow Art Theater Studio School. The actor completed an internship under the guidance of Anatoly Vasiliev at VGIK. In the same year, he began working as an assistant to Roman Viktyuk at the Moscow Regional Theater.
He is best known for his roles in "The Turkish March", "Berths", "Kamenskaya", "Code of Honor", "Private Detective", "Vysotsky. Thank you for being alive", "Sled" and "Molodezhka".
