In the Smolensk region, a person involved in embezzlement of the budget of the medical insurance fund was convicted

In the Smolensk region, a businessman who was involved in the embezzlement of budget funds from the Territorial Compulsory Medical Insurance Fund was sentenced to three years and two months in prison in a general regime colony with a fine of 500 thousand rubles. This was announced on April 1 by the press service of the regional Directorate of the FSB of Russia.

According to the agency, the entrepreneur knew about the plans of medical institutions in the Smolensk region to purchase medical products as part of the fight against the spread of coronavirus from a single supplier without bidding.

"For the purpose of personal enrichment, the attacker developed a plan to steal budget funds by forming auction documents for the supply of medical products based on commercial offers from structures under his control with inflated prices," the agency said in a statement.

It is specified that the head physician of OGBUZ Clinical Hospital No. 1 and an employee of a controlled pharmaceutical trade company also took part in the implementation. According to the FSB, the medical worker and the entrepreneur are in a relationship of trust.

At the same time, the entrepreneur himself led the process of implementing the plan. The subordinate was engaged in interaction between organizations to create commercial offers with false information about prices, and also carried out deliveries to a medical institution. The head physician, in turn, provided the opportunity to conclude contracts with the right companies. The total damage amounted to about 16.4 million rubles.

The attackers were detained on March 23. Criminal cases have been initiated on this fact under Part 4 of Article 159 of the Criminal Code of the Russian Federation ("Fraud committed by an organized group or on an especially large scale"). The businessman's accomplices are waiting for the verdicts to be announced.

Illegal payments amounted to 4.2 million, the investigation believes, and almost left employees of the State Research Institute of Civil Aviation without salaries.

On March 21, the Desnogorsk City Court in the Smolensk Region convicted two defendants in the case of embezzlement of funds intended for the modernization of the Smolensk Nuclear Power Plant (SAES). In total, four heads of structural divisions of Atomenergoproekt JSC (AEP), as well as the director of Atomenergostroyproekt LLC (AESP) participated in the implementation of criminal activities. All of them are charged under Part 4 of Article 159 of the Criminal Code of the Russian Federation.
