The new law against phone scams will not be a panacea, but it will help significantly reduce the opportunities of scammers. This was stated by the head of the State Duma Committee on Information Policy, Sergei Boyarsky, on Tuesday, April 1.

The deputy told how Russians will be able to protect themselves after the new norm comes into force.

Earlier in the day, Russian President Vladimir Putin signed a law to protect citizens from telephone and Internet fraud, RT reports. The law provides for mandatory labeling of calls on phone screens, the possibility of refusing advertising calls and messages, as well as a ban on government agencies and banks from contacting citizens through foreign messengers. 360.ru .

Boyarsky recommended setting a self-ban on issuing loans, and also added that now, by analogy, a self-ban on issuing SIM cards without personal participation will be introduced.

"Also, from September 1, it will be possible to identify the person to whom the bank will contact each time during significant transactions: one of the relatives can be assigned to the elderly. It will be more difficult to put two people under stress than one," the politician emphasized in an interview with Lenta.Ru .

At the same time, the parliamentarian stressed that these measures are not a panacea, as fraudulent actions can be different.

"I want to remind you that informing and vigilance of each person and caring for loved ones is an integral part of our common fight against fraudsters: no protection mechanisms can 100% protect us from voluntarily parting with our funds," he said.

The deputy said that the law also provides for technical measures, such as identification of a call and the fact that during a call on a cellular connection, a message with a code for entering "Public Services" will not be received.

"Another good measure against social engineering is the obligation of banks to use anti-fraud mechanisms in ATMs, similar to online transfers. Everyone has come across the fact that a suspicious transfer can be blocked there, a transfer to a new recipient," Boyarsky concluded.

The deputies of the State Duma at a meeting earlier that day unanimously adopted the law on combating telephone fraud. 401 people voted for the bill's adoption. As the chairman of the State Duma Vyacheslav Volodin noted, the law has been amended and will more effectively solve the tasks of protecting our citizens from fraud using modern information technologies. He noted that scammers do not stand still, so they need to be actively countered as well.

In turn, Stanislav Sambursky, the author of the Zen channel "Ecological Psychologist", a clinical psychologist at the Dr. Anikina Clinic, said that one should not try to joke about scammers, because all this can be used against their victims.
