Deputies of the State Duma adopted in the second and third readings a law that prohibits the imposition of additional paid goods, works and services on consumers. Information about this appeared on April 1 on the website of the State Duma.
"Sellers, performers and owners of aggregators need to remember that the imposition of additional goods, works and services is a violation of the law," said Vyacheslav Volodin, Chairman of the State Duma.
According to the new law, consumers will have the right to refuse to pay for additional goods, works or services imposed on them, or to demand a refund if the payment has already been made, the Newspaper adds.Ru». The claim for a refund of the amount paid must be satisfied within three days from the date of its receipt.
It also eliminates the possibility of automatic marks indicating the seller's consent to purchase for the consumer. In addition, it is not allowed to create conditions that presuppose initial consent to the purchase.
The law will enter into force on September 1, 2025.
On March 31, Volodin said that the law prohibiting the imposition of additional services on customers would be considered as a matter of priority. He noted that the bill is designed to protect citizens from excessive spending, as well as to stop attempts at manipulation and coercion to make unnecessary and unprofitable purchases.
