The implementation of the project to introduce a unified social card for pensioners in Russia will require significant changes in social legislation. Anton Kotyakov, the head of the Ministry of Labor, told reporters about this on April 1, commenting on the relevant proposal by Sergei Mironov, the leader of the Fair Russia — For Truth party.
In particular, according to Kotyakov, for this it will be necessary to create a single federal standard for granting benefits to pensioners, which is now different in each region of the country.
"To implement this idea, we need significant changes at the federal level. In other words, the government should adopt a minimum set of benefits and measures that we will have to guarantee as a single standard throughout the country. Thus, this is not a question of introducing a card, but a question of changing social legislation," the head of the Ministry of Labor explained, answering a question from TASS.
Kotyakov noted that in Russia there is already an analogue of such a solution — a certificate for large families. Thus, families with three or more children have their own QR code, which allows them to receive benefits throughout the country.
Mironov proposed to introduce a single social card for all pensioners in Russia on March 25. He stated that he considers unfair the practice when the social card ceases to operate outside the region.
On March 4, Svetlana Bessarab, a member of the State Duma Committee on Labor, Social Policy and Veterans' Affairs, said that after reaching the age of 80, the fixed part of the old-age pension payment doubles.
