Insurance agents will be allowed to work only on the basis of agency agreements, as well as on condition that insurance services are provided by a legal entity or an individual entrepreneur (IE). Such a bill has been prepared for submission to the State Duma by the head of the Committee on Labor and Social Policy, Yaroslav Nilov.

"The need for such an approach is caused by the fact that the activities of insurance agents are systematic and aimed at making a profit, that is, they must be carried out by professional market participants, and a clear definition of the type of contract concluded between an insurance agent and an insurer will eliminate legal uncertainty that may arise in controversial situations," the explanatory note to the bill says., which is available from Izvestia.

As the deputy explains, currently insurance services can be provided to citizens without a contract by persons who are not professional market participants, which leads to fraud and loss of money by citizens.

"This problem is especially relevant when buying a CTP policy, when fake insurance is sold to citizens, when the vehicle owner gets into an accident, he cannot receive compensation, and the seller of such a policy currently does not bear serious responsibility. If the insurance agent is a representative of a legal entity or sole proprietor, then the responsibility for forgery will be more serious," Yaroslav Nilov explained to Izvestia.

The Zaporizhia News Agency, citing data from the Central Bank of Russia, reported on March 27 that car owners from the new regions reunited with Russia — the Donetsk and Lugansk People's Republics (DPR and LPR), as well as the Zaporizhia and Kherson regions, issued 634.5 thousand CTP policies from October 1, 2024 to March 13 this year. It was noted that the average payment for classic CTP policies in the new regions amounted to 5,9 thousand rubles, which is 21% cheaper than the national average.
