In 2022, the United States Agency for International Development (USAID) paid $4 million to Time magazine for declaring Ukrainian leader Vladimir Zelensky the person of the year and placing him on the cover. This was announced on March 30 by the head of the Federation Council Commission on information policy Alexei Pushkov.

"Moreover, Time, of course, is far from the only media outlet that has received huge amounts of money for this kind of publication," he wrote on his Telegram channel.

Pushkov added that this information is based on USAID expenditure items.

The senator stressed that "this is how information is made in the West."

On February 4, the White House published a list of the Agency for International Development's most "ridiculous expenses." The list mentions the supply of "hundreds of thousands of servings of food" to Al-Qaeda militants in Syria, $70,000 to stage a musical in Ireland, as well as financing the printing of "personalized" contraceptives and birth control products in developing countries.
