The deputy named the conditions for turning off the heating


Heating in Russia is turned off if the average daily temperature outside has been above +8 degrees for five days. On March 30, Svetlana Razvorotneva, Deputy chairman of the State Duma Committee on Construction and Housing, told in an interview with Lenta.Ru .
"There are sanitary standards according to which heating can be turned off if the average daily temperature exceeds eight degrees Celsius for five days. But these are just recommendations. That is, you definitely can't turn it off earlier, you can turn it off later," said Razvorotneva.
She pointed out that decisions on central heating throughout Russia are made by local governments, and in Moscow, St. Petersburg and Sevastopol - by regional authorities. They choose what to do based on a number of circumstances. For example, during the abnormal heat in March, the heating was not turned off, because it was clear that the cold weather would return, and it would be more expensive and more difficult to turn on the system again.
The deputy noted that in some regions heating is paid not only at the expense of citizens, but also from the local budget. For example, this is done in the northern part of the country, where diesel boilers are often used, and maintaining a normal temperature in homes is expensive. In such cases, the authorities may proceed from financial considerations, determining the date of the heating shutdown.
Earlier, on February 10, Razvorotneva said that paying for heating after the fact instead of the old system of uniform payments throughout the year would make the settlement system more understandable and transparent. In particular, with the uniform method, it is impossible to find out how much was actually accrued, she said.
