Foreigners who have obtained Russian citizenship or issued a residence permit before April 1, 2024, may receive a fine for a driver's license from another country starting from April 1. Alexander Khaminsky, a lawyer and head of the law enforcement center in Moscow and the Moscow Region, told RIA Novosti about this on March 30.

The lawyer clarified that, according to the amendments introduced in 2023 to the federal law on road safety, foreigners who obtained a residence permit or citizenship of the Russian Federation before April 1, 2024, are required to replace the driver's licenses of other countries with Russian ones.

According to Khaminsky, according to the law, from April 1, 2025, driving a vehicle with a foreign license will be considered an administrative offense, with a fine of up to 15,000 rubles.

"You will need to take exams to replace your license. At the same time, to replace the rights in categories A and B, it will be enough to pass only theory. And to replace the rights in categories C and D, it will be necessary to complete training in a driving school, passing both theory and driving," the expert explained.

On March 17, auto lawyer Lev Voropaev spoke about the risks of registering someone else's car for himself. So, if the driver involved in an accident does not have a valid CTP policy, in 70-80% of cases the courts impose all financial responsibility on the owner of the car. Also, the owner will have to challenge every fine for traffic violations from security cameras if the real owner of the transport does not pay them.
