The Foreign Ministry explained the mechanism for creating interim administrations under the auspices of the United Nations

Interim administrations under the auspices of the United Nations (UN) have already been established before, so Russia or the intermediaries of the parties can submit such a request to an international organization after negotiations. Kirill Logvinov, Director of the Department of International Organizations at the Russian Foreign Ministry, told TASS on March 30.

The diplomat recalled the words of Russian President Vladimir Putin that the practice of creating interim administrations under the auspices of the United Nations has already been carried out in Cambodia, East Timor, Eastern Slavonia, Baranja and Western Sirmium.

"I will make a reservation that no single mechanism for the creation of such administrations is formally fixed in the UN. Based on historical experience, the transfer of territories usually involved several stages and required compliance with a number of conditions," Logvinov said.

According to him, the first condition will be an agreement between the parties, directly or through intermediaries, to transfer the necessary powers to the UN. This will be followed by an appeal to an international organization in the form of a letter either from one side, or from all parties to the conflict, or from intermediaries addressed to the Chairman of the UN Security Council or its Secretary General with a request to establish an interim international administration.

Speaking at the International Scientific and Diplomatic Congress on March 27, Logvinov stated the need for the West to abandon the undermining of the foundations of the United Nations. According to him, Western countries impose their own rules on the world, without ensuring equal participation of the countries of the world majority. In response, Russia will continue its efforts to strengthen international law and the role of the United Nations.
